
The Program for the Development of the Judicial System implemented the project The system of complaints and signals against judicial misconduct in the courts – review of the current situation and analysis of best practices in Europe. The project is funded by the MATRA/KAP Programme of the Embassy of the Kingdom of the Netherlands and its duration is 6 months. Its goal is to assist with the improvement of the current system of complaints and signals against judicial misconduct through an in-depth analysis of the existing legislation and practices and through establishing the best European practices.
The project objectives include a review of the existing system of how complaints and signals are submitted and a comparative analysis of the existing complaint systems in other EU Member States. The analyses prepared were provided to the attention of a working group comprised of representatives of the Supreme Judicial Council, Inspectorate with the SJC, PDJS and judges. The working group reviewed, analyzed and discussed the results of the above analyses and prepared recommendations for the improvement of the system of complaints and signals. The project results were presented at a closing project conference on 20 October 2009.
